While Evolve Construction’s California Contractor’s License is currently active, it is under investigation. There are three complaints being investigated. The three complaints are:

The complaint in S F 2025 9906 claims the following:
Abandonment without legal excuse of any construction project
Violated provisions of the home improvement contract
Contr has recvd/reqstd more money than work completed
Employed non-registered salesperson
The complaint in S F 2025 9224 claims the following:
Diverted funds or failed to account
Employed non-registered salesperson
Violated provisions of the home improvement contract
Abandonment without legal excuse of any construction project
Willful or fraudulent act
No license number on contracts and/or advertising
The complaint in S F 2025 6504 claims the following:
Abandonment without legal excuse of any construction project
Violated provisions of the home improvement contract
Failed to report the employment of a registered salesperson
Contr has recvd/reqstd more money than work completed

Jaser Munir Zaabri is listed as the CEO / President on the contractor’s license. Aleksandr Yefim Guldshtadt was removed as of May 15, 2026.

Evolve’s contractor’s license was previously suspended in 2025. One negative Yelp review states that the license was suspended in March 2025. The license was suspended for failing to carry workers’ comp insurance. Evolve still doesn’t have workers’ comp insurance, as they claim that they don’t have any workers.
